How to write a specialized-experience bullet

Most USAJOBS announcements have a sentence that starts with something like "one year of specialized experience equivalent to at least the GS-xx level, which includes…". Each phrase after "includes" needs a visible match in your resume. With two pages, each match gets one bullet.

What OPM asks the description to do

Ensure work experience descriptions are aligned with the job announcement and address all required qualifications. Brief descriptions should demonstrate your ability to perform the tasks at the required level as stated in the job announcement.

That quote is the official part. It gives a bullet three jobs: use the announcement's terms, cover a required qualification, and show the level. The formula and the examples below are our practical advice, not OPM policy.

The formula: Context, Action, Result

One bullet covers one requirement. A bullet that tries to prove three requirements usually proves none of them clearly.

Five steps from the announcement to a bullet

  1. Copy the phrase. Take one phrase from the Specialized Experience sentence, word for word. Split long sentences at each comma or "and".
  2. Write what you actually did in plain words: the job, the dates and the task.
  3. Find the number. Volume (cases, tickets, contracts), money, time, quality (errors, audit findings) or reach (who used your work). Approximate honestly: "about 310 per month".
  4. Assemble Context, Action and Result in one sentence. Start with a verb when the context is short.
  5. Count the words. Aim for one to two lines, about 25 to 35 words.

If you do not meet a requirement, leave it uncovered. Do not write a bullet for work you did not do.

Three examples

The people, employers, numbers and announcement phrases below are invented for illustration. They are not real applicants, and they are not quotes from real job announcements.

1. Purchasing agent applying for a contract specialist job

Fictional example

Announcement phrase: "conducting market research and preparing solicitation documents".

Before

Purchasing Agent, Example Community College District, 2021 – 2024

  • Responsible for purchasing. Worked with vendors and helped prepare bid documents.

No month/year dates, no hours per week, no scale and no result. Neither "market research" nor "solicitation" appears.

After

Purchasing Agent, Example Community College District, Tucson, AZ | 03/2021 – 06/2024 | 40 hours per week

  • For a 9-campus district, conducted market research on more than 40 vendors and prepared solicitation documents for 22 competitive procurements worth $3.1M in 2023; all 22 were awarded on schedule.

Context: 9 campuses. Action: both announcement phrases, used as verbs. Result: 22 awards on schedule. 30 words.

2. Help desk technician applying for an IT specialist (customer support) job

Fictional example

Announcement phrase: "resolving incident and service request tickets for end users".

Before

IT Support Technician, Example Logistics Group, 2022 – Present

  • Help desk duties. Fixed computer problems for staff and assisted with the ticket queue.

"Ticket queue" is the same work as the announcement's phrase, but a screener may not connect the two. Nothing shows volume or speed.

After

IT Support Technician, Example Logistics Group, Columbus, OH | 01/2022 – Present | 40 hours per week

  • Resolve about 310 incident and service request tickets per month in ServiceNow for 1,200 end users in 3 offices, closing 92% within the 8-hour service target.

Present tense for a current job. Context: 1,200 users, 3 offices. Action: the announcement's phrase plus the tool. Result: 92% within target. 26 words.

3. Part-time program coordinator applying for a program analyst job

Fictional example

Announcement phrase: "analyzing program performance data and briefing management on the results".

Before

Program Coordinator, Example Workforce Alliance, 2021 – Present

  • Assisted with reports. Detail-oriented team player with strong analytical skills.

"Assisted with" hides what was done. The adjectives have no proof. The job is part-time and the hours are missing.

After

Program Coordinator, Example Workforce Alliance, Raleigh, NC | 06/2021 – Present | 30 hours per week

  • Analyze program performance data each quarter for 6 grant-funded programs serving 1,800 participants and brief the executive director, who uses the results to reallocate funding between programs.

The true hours (30 per week) are stated. Context: 6 programs, 1,800 participants. Action: both announcement phrases. Result: reach, since the director decides funding with it. 27 words.

Write only what you actually did. Every resume line and questionnaire answer is part of a federal application and must be truthful.

Showing "the required level"

Two people can both "prepare reports". The one who prepared the monthly variance report for a $40 million budget and briefed the director shows a different level from the one who formatted someone else's report. To show level, add at least one of these to each bullet in your qualifying job:
